I read the first line of your post and my first thought was almost certainly. If something sounds dodgy then it probably is.
Given that the OP refers to the guy coming back with a new key I think we may be looking at something worse than mis-selling people.

Think about it a sales person wants information, a signiture etc. If this guy is coming back with a replacement key he is bound to be a criminal. They flog you say £50 of credit for £25, the supplier notices later on fuel has been used which has not been paid for. So yoy have to pay them for it too.
The criminals are organised and appear geniune, if you want to be proactive get as much info as you can and pass it on. If not just don't be available when they come back.
