You! The previous owner will no doubt have told the utilities etc that they have sold and provided closing meter readings so it's all yours now!! However, in reality, you probably won't pay council tax until you actually move in.
Just call the council and utilities and tell them the date you MOVED IN - they will sort out everything from there.0 -

Your OP could have been clearer
I always call up utilities once I've packed the house up and am out the door. In fact, with most I call them up0 a week or so before to tell them whats happening and they set it all up for you to call in on the day with the closing readings. It's so easy that way!0 -
We only exchanged yesterday, it's all be a bit of a rush right at the end. Its an empty flat and we don't live there anyway so meter readings were taken weeks ago!Make £2025 in 2025

For Council Tax you are liable for the nights you sleep there, ie as sellers if you move out in the morning of say 30th Sept then your last day of liability is 29 Sept.
