The article only refers to the annual October update. In fact ther register is now on a rolling basisand is amended monthly for most of the year. Just enter "rolling electoral register" in Google and many authorities sites will mention it.0

I have seen loads of people in my financial days that are not on the electoral roll, and do not register when they move. I thought it was illegal?

It's not illegal to neglect to register, but it's certainly sensible to do so. Everyone's credit rating improves no end once enrolled and it's free after all.
Having registered your details, the period before your name is added to the electoral roll varies during the calendar year. It's possible to enrol each month from early December until mid-August, using the rolling register procedure.
There is a blind spot from mid-August till mid-October. This is because a borough-wide audit is undertaken in August and the register is updated in October. If you make the 10 October deadline, your details will appear on 1 December 2006.People who don't know their rights, don't actually have those rights.0 -

Well, if that is the case, they do seem to keep it quiet - for example, I thought they might mention it here, or at least somewhere on that site. I've certainly been in the situation where the voter registration form has dropped through my letter box a couple of months before I was due to move house and I crossed my name off it.0

You can choose whether to register or not. It's just that, as others have said, lots of financial institutions give registration high value for checking your address is valid and 'settled'.
Re certain jobs, you might be thinking of the edited register (if that's the correct title). This is the list of names and addresses which is sold to direct marketing companies to make money. You have to specifically tick a box if you don't want to be on it, and people in sensitive jobs will almost always tick. You don't have to be in a special job to qualify though - just tick the box.0 -
Until recently, the whole register was for sale. Now there are two lists, the edited register which is sold to anyone who wants to buy and which may be viewed in a public library and the full version which isn't sold, but which may be inspected at a local electoral registration office.
Ticking the box removes you from the list that's sold, but does not affect your credit rating. The credit reference agencies, Experian et al, use the full version. Not being on the edited register can sometimes cause a problem if you apply for credit from a firm, such as Currys for instance, as they may conduct their credit search using the edited register.
If you want to be on the electoral roll published on 1 December 2006, you had better get a move on. The cut off date is Tuesday 10 October.People who don't know their rights, don't actually have those rights.0 -
You can't choose whether or not to register. Those update letters they send out point out that you must reply or face a fine. So you could chose not to register as soon as moving but once you get the update letter you must reply or you get a visit.
