According to a few queries put into the "entitledto" checker, it would appear that somebody with £0 income, not claiming any other benefits and with £20K in the bank (ie is living off their savings) is entitled to council tax benefit. Can anyone clarify if this is the case ...

so paying 10K off the mortgage, thus reducing their savings to £10K would then entitle the person to receive CTB?0

If someone chooses to spend money to claim benefit then they would be treated as deliberately depriving themselves of that capital.
There are a number of threads on here about deprivation of capital that may be helpfulI currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.
