No photo evidence for PCN

Hi there, I'm new here but would really like your advice as to whether to appeal a PCN that I received through the post. I emailed the council (Merton) to ask whether they had any photographic proof and they have said no. The reason why I feel that I shouldn't pay the fine is that the contravention occurred for one minute (which is what it says on the PCN). Surely that is not even enough time to get to the ticket machine and back?! Can I appeal on this basis or should I just pay £50 while it's in the 14 day period?

can you be clearer on the sequence of events please. Photo/scan the pcn (both sides) and remove personal details, leave dates, host on tinypic. Copy the url and paste into a post on here and remove the http:// bit. Pics of signs, lines and bays(include ends) would be a help.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
