Hi,
I think after a little search( tricky) it may be a band called : 54-71 .
They are def Japanese and Def played at the Brainwash iii Festival. It sounds by the description of the singers antics that this is your band.
Here is a review from a punter at the gig:
54-71 are something different – starting with just three Japanese guys on stage getting into a precise but funky rhythm, they are soon joined, or perhaps interrupted, by another except that this guy is dressed in leggings and a sequin shirt and proceeds to shout his way, in a Shellac kind of manner, into the picture. It somehow works perfectly though. The shouting guy displays a range of weird dancing and gesturing, shooting arrows at the crowd in time to the guitar jabs, and freezing momentarily when the music does, only to go crazy when it comes back in.
