Rental agenency charges the water bill after check out

Is there a section in your tenancy agreement which clearly states what your tenancy deposit may be used for, or do you perhaps have this information in a separate document? If it says nothing about outstanding utility bills then your LL may not deduct this from your deposit and you could then, as I suggested earlier, offer to clear it in instalments.
The LA's response still doesn't explain why the LL did not pass the information to you during your tenancy, once he had received it from the Management Company/

With respect to apartments, we have always charged tenants water in either of the following ways
A fixed contribution of £15 per month for the duration of the tenancy, charged at exit
The actual water charge (if less than £15 p month) charged at the end of the tenancy
We would always refer tenants back to the tenancy agreement which states that tenants are liable for the utilities consumed during their tenancy
If, as you state below, you have no issues with being liable for the water used during your stay but with our timing of this request then I apologise for any inconvenience this has caused.

As Tbs said - check your AST to see what the deposit can be used for.
You may also want to have a read through the following link. It's regarding reselling water (as you are not the water board's direct customer, there are rules to still follow).
I can't read through it though to see if there is anything you can do as I've a stonking headache (stupid cold!). I did spot a section that said that you have to be told what your bill is (good starting point no ?).

You are liable for the water usage during your tenancy, as per your contract. Who do you think should pay for the water you have used during the time that you lived there?
If in the original paperwork the LL did include the standard arrangement statement about it being charged on exit then the things would be different.
The fact is that the money cannot be deducted from the Ts deposit unless the AST specifically allows for that scenario, so they would have to come to an agreement with the T on how the bill would be discharged0
