How did you get on with speaking to the union? Strange that HR or the help section couldn't give you an answer, maybe its just not come up as an issue before because it doesn't have an effect on council jobs.
I would agree with Michmoor, that its probably only a factor if you control large sums of money! Hope you have managed to put your mind at rest.
