Advice for retailer dispute on credit card - account since closed

Hi all
Back in June, i paid a deposit on a car to be sourced on finance via my natwest premier mastercard.
In September i closed the account as the annual fee was too high (after having had it many years). I remain a natwest bank account customer, as does my wife and she also has their black card. When i closed the account, i did ask the lady that would this affect any subsequent issues and she said, "no, they would be covered". The account is always paid in full at the end of each statement period by DD.
Well, for reasons, the finance agreement did not proceed (i did not sign it, and cancelled it). Now the dealer has refused to refund my deposit.
My understanding of the law was that, where the finance agreement (under the Consumer Credit Act) does not proceed, for whatever reason, that all monies paid under it are to be refunded in full. It even says this in the dealers paperwork.
The whole transaction was conducted over phone/ email and i didnt sign anything even when paying the deposit. All i received was a pdf scan of the handwritten order form.
Now, i have called natwest to put in a dispute (the disputes department is closed for tonight, so have to call back in the morning) but the operative hinted that it might not be covered as "in his experience, the account is clear and closed"
Please can anyone offer any advice before i call them in the morning so they dont try and wriggle out of it?

You have still not told us why you didn't sign the finance agreement?
Is the dealer at fault? If not I still don't see why you should get your deposit back (assuming it was reasonable).0
