Shares and free care

big help needed
my um is 87 ears of age and has fallen ill in august. she is now on oxygen at home.
she as always paid for care support at home but now the council has ask to review her finances t see if she could be entitle to free care.
She has shares worth £24000 but they always go up and down with the market and a friend who work in the banking business,told me that she should not give the amount of her shares as they are never the same price. Last year they went down because of recession but now they are growing again. is he right or wrong.
any advice to help her would be greatly appreciated.

She will need to tell them how many shares she has and they will do a financial assessment. In Housing Benefit we pick the share price up that is in force on the day we assess the claim but am not 100% sure if they do with care charges but I expect it is similarI currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.
