Council Parking fines - different situation to other posts on here

HI all, this may be confusing so will try to write everything as simply as possible. Sorry if its in the wrong place....
I was in hospital last october whilst pregnant suffering from pre-eclampsia and HELLP syndrome. My husband at the time (now separated) was driving my car after he told me he had arranged insurance through one of these short-term insurance companies - I was too ill to call my insurers to add him. Approx 8 weeks ago, bailiffs turned up and clamped my car as two council-issued parking fines had been incurred, the type that get stuck on the window, whilst i was in hospital and hadn't been paid therefore charges had been added. Me and my mum managed to get the money together between us to pay and prevent them from taking my car.
I called my ex while the bailiffs were there and he agreed on the phone that he had got the tickets, had not had the money to pay them (despite me finding from my bank account that he had been taking money using my card at around the same time) so had left them but said he had mentioned them to me whilst i was in hospital. I have no memory of this as I can barely remember what happened in hospital, doctors have told me they nearly lost me and baby at one point but I cant remember.
Anyway.....he has on a number of occasions said he is going to pay me and my mum the money back, which totals £544. After making numerous arrangements with him, going and waiting outside the bank to meet him and him not turn up etc, he has only paid £35. he has now said that he is not responsible for them as I am the registered keeper of the car, he has admitted to not having had insurance for at least one of the times and says I can't prove he was driving. One thing I do know is that I left my car and its keys at home the day I was admitted to hospital.
Can anyone think of anyway to sort this out? I was made redundant whilst pregnant so am only on benefits now as he took the last of my redundancy money out of my bank (this has been reported to the bank and police but as bank took too long in sending requests for CCTV of the atms, whilst we "know" it was him, it can't be proven) and I really cant afford to be down all this money. Could write a dozen different threads about the nasty, deceitful things he has done....

Unfortunately the law states that the owner is liable. It's not fair in all circumstances and you ex wasn't even under obligation to pay £35.
In hindsight you should have waited for the council to send an Order for Recovery and then filled in a Statutory Declaration because of your illness.
Easier said than done of course.
The only thing I can think of is taking him to small claims to get the redundancy money back.0
