    The Data Collector has the ability to flag all sorts of faults & irregularities via the reading. Stopped meters, timeswitch faults, faulty meters, tampering, negative consumptions, etc...so they can.

    Whilst the reading cannot see this, the deprogrammers can as they have a reading history to look at.
