Too the contrary, I think you will find you mis-explained! (And still appear a little confused - see red highlight - current or previous resident?) What you are saying now is that you have actually already done what I advised? In that case I would contact the council as others have suggested.
To be honest, they are probably only trying to protect what they see as a secure area...would you want all and sundry using it and would you give any random person a key if you had one? They might feel they have no right to decide if you are meant to share the space and they have a point. The only people who can give you permission is the Council so you need to contact them. Find the 'proof' that this 'communal' space is indeed communal, take photos of the barrier and lock, write to council enclosing both. Job done, albeit probably not quickly because councils work at their own snail-like pace.
The idea that they're 'turning a blind eye' is bizarre. People 'turn a blind eye' when someone's doing something technically disallowed but morally understandable. People also 'turn a blind eye' when they have a vested interest in allowing a situation to continue.
I expect the council's not 'turning a blind eye' at all. I should imagine they simply don't know about it, or have added it to their enormous to-do list and ignored it because councils are invariably run by a bunch of halfwits. Write to them! Keep writing to them until they sort it out. Stop trying to sort this out with particular residents who do or don't have keys.
