Paypal Seller Protecton Advice

Hello, this is a little bit of a long winded one but need some advice and help.
I sold a item on ebay. Sent the item to the person recorded delivery after receiving the payment to the address listed by paypal, not noticing that the transaction was marked not eligible for seller protection. Got a confirmation email from the buyer everything fine.
A month later a Chargeback was filled against me for unauthorised use of a credit card. blah blah.
Paypal request a load of information which i provided, proof of purchase etc. Turns out that the credit card company didn't accept the information and still requested the money back. Which i can understand if the credit card used to buy my item was stolen.
Anyway turns out i'm the one suppose to fork out for this now and paypal are requesting the total amount f 294.00 for the item i sold.
So my account went into a negative state. I left this in a negative state for a couple of months while paypal were debuting the above with the credit card company. I then received a letter from iQor recovery service requesting the outstanding balance.
Read through the user agreement on paypals site regarding seller protection and the only part i fail on is 11.6 (b) which states
"11.6 (b) - The transaction must be marked by PayPal as eligible or partially eligible for seller protection on your Account “Transaction Details” page.
1. If it is marked eligible, protection for both Unauthorised Payments and Item Not Received will apply. If it is marked partially eligible, protection for only Item Not Received will apply.
2. Items sold on eBay will be marked eligible even if the shipping address is marked unconfirmed. Generally, items sold on websites other than eBay will be marked eligible if the shipping address is marked confirmed and partially eligible (that is, eligible for Item Not Received only) if the shipping address is marked unconfirmed."
However paypal will not tell me why they didn't mark the transaction as eligible for seller protection. Therefore i am refusing to pay the outstanding amount which has reduced to 223.92 as i received a refund from a different transaction.
I have now just received a letter from a solicitors company informing me that if i do not repay the debt to the recovery service company they will be getting involved and taking legal action.
!! okay that’s a very summarised history on my problem, the transaction date for the sale of my item was the 1st March just to give you an indication of how long this has been going on for. Oh yeah i have also gone to the police and they have a investigation underway about the stolen item now, but that will take time.
Am i right to fight this? I feel paypal have breached their contract in not providing me with the seller protection, and i can produce evidence to support i meet all other requirements for the protection programme.
What do i do next, i have contacted solicitors but they won't take the case on because the amount is so little and their cost would be so high.
What do i do if this goes to court?

What a bizarre statement. No where do Paypal guarantee all transactions will have seller protection. They have informed you that it wasn't so the item was sent at your own risk. Yes the sale adheres to all other parts of seller protection but not all of them. I'm afarid you can\t pick and choose which parts of seller protection a sale adheres to and ignore the others and hope to be fully covered.I feel paypal have breached their contract in not providing me with the seller protection, and i can produce evidence to support i meet all other requirements for the protection programme.
Your only option would be to try small claims if you could track down the person. Paypal have fully adhered to all terms and conditions in the user agreement. I'm afraid the mistake was yours and paypal are well within rights to reclaim the money0 -
I never said all transactions are/should be guarenteed! I want to know why mine wasn't...
On the user agreement it states that
"11.2 PayPal seller protection is available to:- sellers with registered PayPal Account(s) in the UK, Ireland and/or Sweden who also: receive PayPal payments from buyers who make an eligible purchase via eBay worldwide and everywhere PayPal is accepted; and
- sellers with registered PayPal Account(s) in the UK only: who also receive PayPal payments from buyers making eligible purchases outside of eBay.
So i fall into this category... I am wanting to know the reason paypal didn't offer me seller protection? I can't think of any reason why this wasn't marked eligable? and if they can't provide me with a valid reason... which at the moment still is the case as they keep avoiding my request for the reason... then i should therefore have been given the protection and therefore don't owe any outstanding amounts.
I'm not saying i should pick and choose which elements of the seller protection apply to me, however if paypal decide one element doesn't apply to me i should be told why, so i can avoid this issue in future transactions.
8 months into the dispute they still fail to give me a reason.

Your item was not eligible for protection because paypal told you beforehand it was not. In your first post it states:

With every transaction they give the 'eligible or not eligible' warning.
Yours was clearly given. There is a click through on the 'not eligble' (and also with 'partially eligible') the click through gives the reasons why a transaction may not be covered.
Despite this, they told you it was NOT eligible. So the risk was yours to take.
