Norwich and Peterborough - Extortionate Charges

Can anybody beat this?
Tuesday 21st September - account goes overdrawn by £2.66 (Norwich and Peterborough have a £10.00 'buffer')
Wednesday 22nd September - PayPal tries to claim two amounts by Direct Debit from the account, one for £3.24 and one for £13.00. Both items are unpaid and a charge of £29.50 for each unpaid item is applied to the account.
Thursday 23rd September - account back in credit after a payment arrives, initiated from a Halifax bank account on Monday 20th September (4 days???). Letter received from Norwich and Peterborough stating that a monthly unauthorsised overdraft charge of £19 would be applied to the account.
Total charges for being a couple of days overdrawn = £78 (interest charges to be added at a later date).
However, I cannot understand why the Direct Debit for £3.24 was unpaid and why I had to pay a charge, as this still would have been within the £10 'buffer'. The response from Norwich and Peterborough was that the Direct Debit for £13.00 arrived first, but they are unable to state times or provide proof!

The statement should provide the evidence. The transactions should be listed in the order they were processed.... but they are unable to state times or provide proof!..."Now to trolling as a concept. ....
