insurance HELP needed !

Bought my mothers house off her about a year ago, just before I bought it the main sewer in the park at the rear of the house blocked up and the house was flooded with raw sewerage, mum duly claimed on her insurance. She contacted welsh water who told her that a tree root had grown through the pipe thus blocking it, they also said that it had been sorted.
About a month after I moved in exactly the same thing happen resulting in at least £18k insurance claim. Again welsh water said that a tree had root grown througth the sewer and that it was now sorted.
Renewal time now and insurance company want an excess of £5,500.00 for contents and the same for buildings.
Now to my question: Is it worth me shopping around for insurance or do you think they will all require this rediculous ammount of excess? also do you think that I have any chance of welsh water agreeing to pay the excess if the same happens again.

You cant blame the insurer for the excess. A repeat incident inside 1 year shows high risk and insurers normally penalise for that sort of thing.
I would expect that other insurers would refuse outright, put a restriction on the policy not covering flood or have a similar excess. She may get lucky but the problem will be finding a company. Some may quote initially with no increased excess but increase the excess after they have reviewed the application.I am an Independent Financial Adviser (IFA).
