refused credit card HELP!

Iapplied for a vanquis card and have been refused i have 1ccj
have no missed payments in the last 12months on credit accounts with experian .

oh and took out a loan with welcome finance in 2004 which should of been payed off when my partner died in 2006 we took out ppi to cover us for incase anything happened but they have registered it as a default debt ive asked them for all the paper work concerning this debt but they keep telling me they will send details but never do. should i just leave it to get wiped or should i make them honour the ppi?0
