Pcn appeal time - pls advise

Hi all,
just a quick query, i received a Council (Merton) parking ticket for parking in residential area (outside where i live), I felt I had good grounds to appeal and did so in the correct procedure that they wanted, within 14 days via email and explained to them the fll reason as to why i think it was unfair for me to pay.
They then sent me confirmation saying they will look into my appeal and contact me within few weeks with decidion..
Couple of weeks had passed and I was worried that I would be charge rediculous amounts so I decided to contact them and ask of the progress of my appeal, they replied that they are still looking into it and will contact me...
2 MONTHS passed and I then received notification to the owner (My work as it was a pool car) stating that I pay £100...
I then rang and emailed them that I had still not been given the decision of appeal from them, they accepted that this was a mistake and to ignore the Notice to owner and they will get back to me on decision...
3 WEEKS later my decision of appeal came through and they had DECLINED my reasons and ordered that I pay £100 (£50 if paid within 14 days)...
My question is this; IS there a timelimit for the council to make a decision on an appeal i.e. 14 days? if not made within this then will the ticket then be Cancelled???
I find it frustrating that they only give me a specific time to get my reasons across yet they take 3 months to decide on my appeal..
any help will be appreciated

Start a new thread after registering and reading the FAQs first. Include pics of all you paperwork from the Council including ALL the small print on the front AND back of the PCN and all dates on all letters (just blank out your personal and car info from the pics).
I am aware of a 56-day time limit on Council's response but I am not sure if that is before they have to issue a NtO or a Notice of rejection...pepipoo posters will tell you.
Also I don't think they can ever issue two NtOs for one contravention.
I reckon you can get off this, take the wise advice from the other forum and let us know what happens in the end. Oh, and they cannot charge you 'ridiculous amounts', even if you end up taking it to the adjudicator if they reject your formal appeal you only risk paying the full (non-discounted) fine. No costs, no extra penalties, as long as you meet all your appeal deadlines along the way and abide by the decision of the adjudicator. Got to be worth appealing ANY Council PCN to the end - that's what I think anyway - and making them work for their money even if you did lose.
