Conveyancing Liability Question

I wonder if anyone has knowledge of the liability cover often arranged by solicitors, to cover themselves/clients, if for example building work was completed, by not signed off properly.
Someone is buying a house which has had an extension, which was subject to planning permission, but the completion certificate is missing. They have received advice to say that they should not enquire with the local council about any missing certificate as this would invalidate the conveyancing liability cover that could be arranged.
This sounds a bit dodgy to me. Both the solicitor and buyer know that the completion certifcate for the works is missing and that they can obtain a copy from the local council.
I would have thought that such knowledge, would make it very difficult if they ever tried to claim. Surely no Insurer would take on liability, for this type of situation ?
I thought conveyancing liability was about mistakes or wrong information given during the buying process and not for something that is known before the completion of the purchase of the house.
