Getting Deposit back

Hi there
I am having problems getting my deposit back, My landlord had 900 deposit and he has deducted 350 from this for repairs and cleaning. I have asked him for a receipt from the cleaning companys and repairs he got done but has told me he will not disclose any of this. He gave me a receipt from him stating that the house needed a good deep clean for 150, carpet cleaned for 100 and repair for 100.
But i have received nothing from any companys them selfs, when i asked he told me that if i do not agree to the amount he has told me or he will be deducting another months rent from the deposit as he claims that we were late at handing in our notice which i dont think we were. At the time he agreed and accepted our notice but now is trying to black mail me.
Am i within my rights to ask for receipts from companys and is he in his right now to change his mind on accepting our notice and take another month rent unless i agree?

As far as i am aware the landlord is obligated to get a minimum of 3 quotes to get a fair comparison in price to have this work carried out of which obviously they have to go with the more cost efficient price and yes you are entitled to written documentation detailing prices and the work which will be carried out for this price so you can make sure that he isn't getting extra work done on the fly at your expense.
Is your deposit protected at all (not sure if this is law in Scotland - i live in Scotland but my deposit isn't protected so not sure) if it is protected i am aware you can put in a request to them to have it all back and these are your reasons why sort of thing.
If i were you i would go to a citizens advice bureau as it is really quite sketchy ground or even Shelter may be able to help you with this one. Worth a call anyway.

As a T you are obliged to return the property in the same conditions when let , save for fair wear and tear.
Google "mydeposits.co.uk" and "landlords guide to fear wear and tear" and "ARLA" plus "dilapidations" so that you get an idea of how FW&T applies. Deposit schemes don't apply in Scotland but the FW&T guidance still holds good.
Your LL cannot simply make deductions unilaterally
He has to be able to show that you are responsible for the damage/dirt. Was a signed inventory completed at the start of the tenancy?
You have a right to challenge his proposed deductions if you don't agree with them,via the Sheriff court.
He must give you a written list of all proposed deductions.
By law, LLs in Scotland must be registered - is yours? Criminal offence committed otherwise0
