    If the wall is load bearing, you won't get 'knock on problems later'. You'll probably get the wall above coming down when you knock out the lower wall without alternative support. Your builder shouldn't 'think' it needs an RSJ or not-he should know, and it doesn't take a genius to check it out as detailed above.
    I he couldn't do that himself, then he is clearly incompetent and shouldn't be allowed near the place.
