How to link to a specific point in a web page?

Does anyone know how to link to a specific point in a web page (rather than just the top of the page)? It's in the Expression Engine CMS and using HTML.

Loose = the opposite of tight (eg "These trousers feel a little loose")
Lose = the opposite of find/gain (eg "I'm going to lose weight this year")

    Just to clarify a bit

    This is the page you have --

    Top of page lots

    ...
    more stuff
    ...

    <a name="Part_2"> Part two of page</a>

    blah blah
    blah

    then you could say
    <a href="#Top">Back to top</a>
    </HTML>
    ==============================

    so above you can flip from the start to part 1 or part 2 then at the end you can go back to the top . The hash(#) resolves to "this Page"

    now on another page you could do this -

    <a href="http://mywebname.something/pageabovename#Part_1&quot; This is Part one </a>
    <a href="http://mywebname.something/pageabovename#Part_2&quot; This is Part two </a>
