help getting a counter payment

hi could somebody please give me some advice.
i was due to get my giro on saturday for me to cash yesterday(20th) but it went missing in the post.
anyway i went to my job centre to request a counterpayment and was told to phone through to the payment centre(sorry dunno what its called) and they told me to come back tomorrow as it hadnt been missing long enough.
so i went in today at 12 to try again. the women i spoke to told me theyd call me back within 3 hrs. i waited ...then nothing(i held onto my for 3 hrs just as not to miss call/) then nothing.
so went back in to call them to asked what happened? women told number and said she'd book appointment as there was no record of me phoning in earlier.
i asked to speak to her manager to find out why there was no record of me calling 3 times over 2 days...manger kept ignoring me and eventully hung up on me. went through this whole process with 5 different people today and no closer to getting money. even one of the advisors phoned them and was told there was no record of me ever calling.
can anyone advise on how to actually get my payment and ive have absolutly no money and late paying my hostels service charge. i feel like just jumping in front of a bus.
there seems to be absolutely no process to resolve this matter and ive have been spoken like a piece of dirt all day.
i didnt get the managers name and is there a way i can get it so as to complain about her rudeness?

What is the giro for?
Is it for a regular benefit, or for something else (Social Fund for example)?
Have you completed a form to report the payment missing?
For what reasons do you need a counter payment?
Do you have any money to meet your immediate living expenses?0 -
People are advised when they claim benefits for security reasons benefit should be paid into an account. If the giro fails to arrive through the post it can takes weeks for that giro to be traced and 12 weeks before it becomes unable to be cashed. The giro should not be replaced till it is either returned and an investigation as to who cashed the giro has been completed. If you are reporting none receipt for the first time they MAY replace it but if this has happened before you may have to wait the full 12 weeks. You need to get some form of account for your own piece of mind.0

Ring your JCP Benefit Centre, ask if they have a missing payments team, and then ask to have a form QB52 completed over the phone. The QB52 is to report not getting a giro. Also ask for a PO card account (POCA) form so that future payments go direct to the POCA.0

Hi thank you all for getting back to me. Yeh thats the problem, I know I need to cancel it and get it replaced, but When I phone they just say they have no record of me phoning them b4 and take my number for a new callback within 3 hrs and nobody phones . Did this 5 times 2day. Staff just repeat this. Seems like this could carry on 4 months0
