balance transfer & loan... help!

Okay quite simply i'm overwhelmed and confused! I have been researching for days on what my best plan of action should be with regards to paying off debts to no avail... i need your help!
In simple terms i owe: £5,500 total on credit cards and £2,000 overdraft and unfortunately I also need another £650 next month as i have been forced to move house and need one months rent deposit.
I can afford to pay about £250 pcm in total.
I'm thinking to balance transfer the cards and to take out a short term loan for the overdraft, (as well as cutting expenditure of course!). Do you think this is the best/cheapest option?
Any suggestions would be greatfully appreciated. Thanks!
