Part time foundation degree help please

I am trying to help my friend as she is going to uni for the first time this week. She has not heard back from student finance about grants, but she is under the impression that she does not need loans as because it is part time her fees will be paid.
She works 25 hours a week, has a school age child, and the course will be one night a week.
My main Q is is it true that her fees will be paid? I did not think ANYONE had fees paid for them anymore...am confused

If it's designated as a part-time course, then yes, subject to income she'll get a fee grant. There's no loans available anyway for part time courses, nor is there help with childcare.0
