visa chargeback

i purchased an item from a supplier using my visa debit card over the phone. i have the goods. but it transpires that the supplier took £60 too much money, i have asked for a refund and was told it would be done last thursday afternoon via chip n pin, which should have been instant.
i didnt get the refund, the company is not answering calls, i spoke to santander to request a visa chargeback and they say i have to wait 28 days, well in 28 days this company may be gone, then where do i stand?
