won motorbike for start price, now seller wants more

Right,
I bid last minute on a bike i wanted and won it for the startprice of £3000(no reserve set and buyitnow of £4000)
Called seller to arrange payment, but told there's been a mistake, should have had a reserve on it,but EBAY didnt put one on,bike is worth more than £3k so he wouldnt sell it to me unless i offer him somewhere near the buy it now of £4k :)
and he has even relisted the bike, now with a lower startprice+reserve+buy it now.
What can i do,can i make him sell it to me for the price i bid and won it for?

You can't make him sell it to you and this sort of seller gives us all a very bad name. All you can do is start a non performing seller complaint against him, frankly it doesn't do a lot but it will flag up a problem to ebay if he continues to do this.

Also, his fees will be very high, so take some satisfaction in that and whatever you do do not accept a mutual claim for refund of FVFs, le thim pay the things.

As Soo says you will never force him to sell. Just give a good factual negative and he will start to have problems selling in the future. (Of course you will get a negative in return but you can use the follow up to highlight why you received it)
