    In all probability, the LA doesn't really "give one": unless the LL was using them on a T finder basis only, *they* should have checked the property was ready to let.

    OP - LAs are unregulated - they don't need to have any training, expertise, qualifications or common sense before setting up in business. They act in the LLs interests. Your son should therefore not be fobbed off or intimidated by them: let them know that the EHO/TRO will be asked to inspect the property.
