Incapacity / ESA Query

Ive been a bit oblivious to the new ESA rule and wondered can any one tell me
a) At the end of Oct I am due for my incapacity benefit to be "renewed" as i have been told by DWP at that time my case will be reviewed and decided whether I needed to attend medical or not - they said given my illness and that the last time they asked me to attend and had my medical "waivered" due to my illness it would be very unlikely that I would have to go and no form would be sent
Am I right in thinking they are trying to move everyone over to ESA from now.
Also I was advised by a Benefits Advisor that they would not probably move me over to ESA until next time I was due for renewal as it starts from next year ???? and that if they reduce the rate ie to a rate more like Job Seekers Allowance the amount gets topped up so you are not out of pocket - but I read somewhere here that its means tested which probably means that as my husband works and gets an income I probably would not be eligible
Am I completely barking up the wrong tree - any help or advice much appreciated.

Claims for IB/IS and SDA are being reassessed from Feb 2011 to 2014, to see if you qualify for ESA instead. Your next PCA in Oct 10 will still be for IB. If you pass the PCA, then you will be reassessed for ESA before 2014.
