No dial tone for dial up

I cannot set a laptop up for dial up internet. The modem will not kick in as it does not detect a dial tone. BT say they have increased the gain on the line to max. The laptop dials on a line in another house and a different laptop on the suspect line also will not detect the dial tone, therefore it is the line at fault but BT say they can do no more.

Do you get a dial tone when you connect a phone onto the suspect line?

I used a couple of different phone leads including one that a previous pc could connect with a few months ago, but I have not tried the lead that I know worked in a different house.0
