My thoughts (probably incorrect) would be that you have a contract for lessons which the instructor is quite willing to give you. It is not his fault you moved and you really have no right to a refund unless as a goodwill gesture. If it was me I would just try and take the lessons but his offer of 50% refund sounds fairly reasonable and I doubt he will make that offer twice.

I'd just do all the lessons in one day! Why is this impossible for you? I think it sounds like a great solution, and you could learn a lot spending an entire day driving!Should've = Should HAVE (not 'of')

Sorry for the lack of posts regarding this, my ex-driving instructor decided to go to the US for a holiday. So I've been waiting for him to get back to proceed with this.
Anyway; it worked! From the information I got from this thread, I managed to convince him that he can get back his tax etc from the government. He spoke to his accountant who confirmed this was correct. So he has agreed to pay me the full amount back, minus the fee for changing his tax return.
So thanks to all of you for helping me through this stressful situation. It's nice to be able to relax a little and wait for my £200 check to help cover christmas!
