The cheapest place to take it to would be an auto electrician. They know what they're looking at. Most garages are hopeless when it comes to the electrics side of things in cars.0

I change the fuse then when i turn the key in the ignition it goes pop, before I can even switch on the wiper.

if it does that with the wipers switched off it tends to point to wiring but could still be motor, to be sure go and repeat but with motor unplugged0
