Advice please!!! First offer on property, how low?

I'm a first time buyer with a mortgage in principle and a budget up to 115000, I've seen a house I really like which is marketed at 120000. Its a fairly modern house that has very little needing to be done to it.

The house is on the market due to a relationship split and there is no chain. How low should I offer, 120000 is pretty similar to most on the market of that type locally and apart from an old boiler and a tired looking kitchen its in good condition.

Ideally i'd like to get it for 110000 but what would be a low offer without offending the people and putting them off completely, I know they've had no offers and have dropped the price from 125000 so really in need of some advice on what to offer.

    They interview several estate agents who are saying that the hoped for surge in buyers once August was over has not materialised.

    They interview several estate agent firms who admit that house prices were over-valued earlier in the year.

    They interview several estate agents who separately state that asking prices now need to drop by 20 percent.
