Can I apply for budgeting loan

Hi, I am on income based ESA, couple (assessment) rate. We get child benefit & child tax credit. I completed electrical intallations level 2 course & enrolled for level 3 (part-time). As there is no government fund for level 3 course full fee have to be paid in installaments. Paid 280, now I need 900 more. As this course will help my chance to get a job can I apply for budgeting loan?
No savings.
No loan from DWP.
Because the course is part time & we claim 'out of work' benefit I am not eligible for Adult Learning Grant.
Refused Career Developement Loan.

I can't answer the budgeting loan question but in the past for similar queries where a person on benefits doesn't stand a chance getting a commercial loan, people have suggested Credit Unions. You'll probably have to be a member for a bit and save with them before taking out a low interest loan but check out the criteria.0
