Car insurance

As others have said, the RTA 1988 requires a person to have third party insurance where the vehicle is 'used' on a 'road or other public place'.
'Use' includes parking it.
'Road or other public place' does indeed include, as other posters have said, a place to which the public have access. Car parks and private roads have had numerous cases decided on them over the years. As the OP has said that the public do have access I personally wouldn't risk it by leaving it without the required insurance cover but I don't know enough about lay-up insurance (haven't read the links either) to assess its sufficiency to meet the required risks.0 -
My old works had to put gates on the side access road to stop it being classed as public access.
They would have had to apply for tax discs for the forklifts, And couldnt park up vehicles that were not
in use.
Was cheaper & less hassle to fit gates.Censorship Reigns Supreme in Troll City...0
