Isn't an invoice a bill for goods or services that have been recieved/ordered?
If the above is true, then how can an invoice be the same as an invitation to offera nominal sum of money?

It's not an invoice for services. It is a charge for breaching a contract. In theory you agree to pay a charge to park there if you overstay. If the contract is unfair or the penalty is punitive you can challenge it but in the case of the Gatwick taxi drivers parking could deprive the local McDonalds of paying customers so it is irrelevant if the parking is nominally "free".
In the Stephen Thomas case Mr Thomas was depriving other (paying) customers of the church of the ability to park so the judge accepted the charge was reasonable.0 -
As I mentioned previously, in a vast majority of cases you are talking about retail parks with hundreds of parking places which are free to park, my local one has shops a cinema and ten pin bowling and eateries , so I could go over their pathetic rules by simply going to watch a film, without shopping or going for a pizza afterwards, what damn right do these scammers have to limit my use of a free car park whilst using and paying money in the outlets ?
Really if they dared take me to court they wouldn't have a hope of winning, in fact i'm taking my daughter to watch a film tomorrow and then going for something to eat at this place, shouldn't be more than 3 hours despite a 2 hour limit on the parking.Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. I hate the word "eateries".
The retail park manager wants you to shop there so send them a note and advise them of your concerns. Copy in the cinema and restaurant owners and say you need more time and are willing to have a parking card stamped with multiple venues (2 hr each) if necessary0 -

With respects, why should I go through all the hassle of finding out who that person is, and then spend time and money writing to the other establishments there to make my feelings known!
Before these scammers there never was a problem parking at this place, its in the centre of town and has quite a few shops there and you could shop without problems, then came the PPCs and tried fixing something that wasn't broken, all they are concerned about is scamming people!

The fact that the parking ticket is deemed illegal doesn't change the fact that since the charge needn't be paid, it's not an invoice.

You could call it that but I don't see what the problem is with it being an "invitation to settle out of court".
There are genuine problems in some places. Take - for example - Totnes. Busy market on Thursday and free parking in Morrisons. So where does everyone park until they introduced a penalty?
To add another - a retail park close to Manchester City's ground which gets stuffed when city are playing at home.
As I said I have done parking cases for years and have no problem defending minor transgressions but if people are going to act like antisocial slobs then I don't have much time for them at all.
So people with no disability, parking in disabled bays should be penalised and the bloke I saw today in his own parking his Porsche in the "mother and baby" bay - private parking enforcement or not - should be made to pay up.0
