It's extremely hit and miss with Santander at the best of times, yet alone when they're in turmoil as they are right now.
They are very good at losing online applications so forget that method. For quickest results always apply in branch for any Santander product.

And also take no notice of the apr 18.9%,cause after a year they will shoot your apr up by another 10%.

Well that's not strictly true as it will depend on the individuals credit record. My APR's have never increased with them after a BT offer has expired.
However at the end of any BT with any company it's always best to shop around for another deal elsewhere if you can. Become a rate tart, it's the best way!

But that would only increase it by 1.89%, unless you meant "by another 10 percentage points", ie to 28.9%?

If so, and like exel says above, that's not been my experience with credit cards, including the product in question.
