Try Alliance & Leicester. Their staff haven't got the slightest clue about what's going on, so I can't see how the Government would know either!

All banks that operate in the UK will be subject to the same authorities, so you'd need to go offshore.

I'd avoid anything within the EU or USA too, as various legislitive bodies have passed a number of regulations, usually under the guise of anti-terror or anti-money laundering, to allow a glimpse at your account.

Then I'd suggest you view the safety of your funds too - how secure is the bank you choose and how likely is the government of the country to reimburse you if the bank goes bust.
