Solitaire Property Managment & Late Bills

Can anybody help me with the following problem.
Since 2008 we have been renting out the flat my wife used to live in. The Property Management Company is Solitaire. We have to tell HMRC what income we got from the flat and what we spent by October the 31st. Service charges are paid twice a year (£600 a time) and can be deducted except Solitaire haven't sent out Augusts bill yet and don't know when they will.
Is there any law I can quote which we can use to push them to tell us what we owe?
