You sound like you are already doing a great job, being there for them, paying your mum for having your little girl which a lot of parents wouldn't they would expect it for free, and helping to sort out your parents finances and debts.
I know its stressful but be in the knowledge that you ARE helping them. Have you spoken to your siblings about their situation? Can they help at all, such as paying your mum when she has your neice?
What care needs does your dad have? Have you claimed DLA for him? If he gets DLA, your mum may be entitled to carers allowance. The CAB will be able to tell you how much a couple of their age needs to live on according to the government and make sure they are getting everything they can and they may put you in touch with a debt counsellor aswell although as has been stated not all do this so you may need to go to one of the charities already stated.

The standard time frame given is normally 6-8 weeks for a claim to be processed, at which time they may need to contact your parents for more info. They won't hear anything from Pension Credit until the application is actually processed so don't worry that you've heard nothing yet - this is normal.
It depends how much work the pension centre has on as to how long the claim will take - some offices have a bigger backlog than others. Your parents can call & ask the claim to be treated as urgent since they are on a very low income from what you've said, if you decide to do that - call on a weekday, not a saturday. No enquiries are taken on Saturday's so you won't get anywhere.0
