Calor Gas space heaters are ideal, movable, instant heat & about £5 a day to run.

Thanks to everyone for the advice.
Since the post, I have discovered from a neighbour who has had the same problem in her hallway, kitchen etc and has been in dispute for two years. She has discovered that there is probably inadequate insulation in the hallway and other parts of the flat, too complicated to explain, but, hence the cold. There are four other outstanding complaints in our flats apparently, so we are going to try and get together.
The builder has checked calculations for heat loss and says these are correct. I have just requested these and I am going to a solicitor for advice on Friday.
I will get a calor heater for last resort this winter and look into secondary glazing.0 -

Be careful with the calor gas heater as they can create a lot of moisture.I have a lot of problems with my neighbours, they hammer and bang on the walls sometimes until 2 or 3 in the morning - some nights I can hardly hear myself drilling0 -

More importantly, they will also draw oxygen out of the air. The room needs to be well ventilated to counter this.0
