Wifi that works at home but not in public

Hi there
I have a Compaq Vista laptop that works happily on our wireless netgear router at home using Virgin broadband.
Recently I took it out to our local library and despite it recognising the network it was unable to connect to it despite it seeming to constantly keep trying and failing. There weren't any problems with the library network in general (it was working for everyone else) or my login details. I had the same results using different browsers.
I'm no techie but I ensured that the network settings in the control panel were set to obtain an IP address automatically and obtain dns server address automatically for the TCP/IP v4 and 6.
I have been advised that I can try re-setting the winsock settings which I will do but would that be the reason behind the problem if it was working at home? Clearly also I need to try the PC on another public wi-fi network to see if that works.
Is there anything else I should be trying.
Any suggestions would be kindly welcomed.
