There is a simple solution to this and one which I would personally do if it were for a figure of several hundred quid...
Sue them in small claims court. Sellers have done this and won, much to the annoyance of the welcher.
What would you sue them for though? You would claim your ebay fees back. So no loss there.
If they went to court they could just say the car was not as described.

Urban legend.
The buyer refuses to pay, so the seller takes them to court, and the judge makes them buy the car/lawnmower/cd/garden gnome etc for the auction price.0 -

What about an online auction? I think it's the same, anyone confirm? (Not sure how to spell coroborate);)
Distance selling regulations are not applicable for auctions.
However if the object is not as described then you can rejected it under the misrepresentations act.I'm not cynical I'm realistic

With regard to Ebay, if the vehicle does not match the description as advertised by the seller, then you can walk away,simple.
If it does match the description, then tough you have to buy.
