Estate Agent admin fees

I'm about to sign a contract taking over the tenancy of a flat in London, but the Estate Agent won't let me sign until I pay an admin charge of £250 + VAT. Not only is this very steep, but my main issue is regarding the VAT. Shouldn't this be included in the admin fee and not tagged on at the end???

Any sort of response just for bit of piece of mind would be most appreciated.

    They can tell you the fee is £250 + VAT or they can tell you it is £293.75 including VAT - makes absolutely no difference as long as they've made it clear.
