dodgy trader - electrician

There is a dodgy trader advertising in the cheshunt and waltham mercury and lea valley star
his name is JOHN and his advert is:

i called him out as i needed a certificate for electrical work carried out, he asked for £60 then said he needed to go home to fill out the form and bring it back later that day
he has never been back, and doesnt return any calls
