Application for Current Account gone to underwriters?

As the title says I recently applied for an account upgrade with Halifax. Mines just your basic account with a visa electron card so I applied for a current account.
Last time i applied was about 4 months ago and was refused then. But this time it's gone to the underwriters to make a decision.

The lady in the bank says it's a good sign as they'll look into my account with more detail etc but I'm sure they say that to everyone!

Anyone been through the same or does anyone know the chances of being accepted this way?

The in branch system gives one of three decisions - offered, referred or declined.

I usually told my declined customers that they'd been referred.

From memory, the majority of referred cases do end up being declined.

The last time I got declined in branch they gave me a letter which said on this occasion you've been declined and blah blah.

This time though I got no letter so I'm fairly sure she's not fobbing me off with a it's gone to underwriters speech (when it actual fact it's been declined)
