Kids should be banned from playing on streets where there is heavy parking. The council should have put up a 'no ball games' sign and then a breach of that could have meant a fine. Anyway, the neighbour definitely should pay, no question about it. Take her to the small claims court.

Did you play out as a kid? Did you ever break the rules ? Maybe cars should park away from residential areas or the council could spend the council tax on more parks, I watch my kids play out and they have a sponge ball we got provided by the pcso because drunks had damaged cars and complaints had been made in general.... And in prison!!!!?! That implies criminal damage or violence - nice 😨
