Halifax Debit Card - Unable to Make Online Payments - HELP

For the past year I have being having difficulty when trying to make online payments to selected retailers. Although I have two current accounts which are (badly) overdrawn, funds are still available in one account for the payment to be taken. I have contacted Halifax about this and they do not know why it is happening.
I've recently moved home (rented) and when I came to making an online payment today to a company I have made payments to within the last two weeks, the card was rejected. I transferred funds into the account to the same value as the funds due to go out but the card was still declined.
I'm yet to call Halifax as I know they will be little to no help, so thought I would ask here first - any ideas?
