EMA backdating problems

my younger sister is 17 and studying at our local college doing beauty therapy.
she has been trying to sort out her ema since last year.
she had no bank account so my mum and her went in to try and sort one out for her-and as she had lost her birth certificate my mum had to purchase a new one. after not hearing anything back from the bank my mum rang only to be informed they needed more information-although she had previously provided everything they had asked for. it later came to light that the bank had infact lost my sisters birth certificate,they claimed they had not even received it. my mum had to pay my mum has made various calls to both the bank and ema just to inform them of the problems that she had been having and the ema were very understanding,even allowing her a little longer to finally get a form signed as it was during the summer holidays. but she has now been informed that her money will only get backdated for June and July 2010-is there any way of getting the money she is owed backdated to her as she made her original claim in march
