Is this a scam??

Hi,
A few months back, I received a phone call from an indian-sounding call centre, asking if they could pay £400 into my bank account, as it had been overpaid or something.
The caller went through my personal details, including address, account number, sort code, D.O.B etc, and as one final check, my three-digit number on the back of my card.
I refused to give him this, and he told me that it was for identity verification only. I told him that they didn't NEED this to pay money into my account. he then said they wouldn't be able to pay the money in.
I wasn't that bothered, as I cannot imagine it was true anyway, and probably a scam.

My main point, is that when I called LLOYDS TSB to ask about this call, the first thing they did was try to sell me some kind of account security/insurance for my account at a reasonable sounding £8 odd a month.
I refused to pay this extra sum, and have been scam-free ever since, but I do find this quite disturbing/spooky, and I wonder if this was a deliberate scenario set up by Lloyds TSB to worry me into buying their insurance scheme?
Have any other account holders been witness to this kind of thing??

    I know that UK banks don't exactly have a good reputation at the moment, but I don't see them engaging in such a blatantly illegal action like that.

    Their phone banking team are probably trained to sell this product any time someone mentions fraud or some sort of scam.
